Depende muito do que a federação de lá fizer.

Um texto de um amigo meu sobre isso (o gajo é argentino e acompanha quase todas as competições do continente americano):

The U.S.A. is not that far from the strong teams, right now I feel they are on Mexico's level or even a little higher but you are doomed to stall there if you don't change. You reached there by copying Mexico, yes it was good for you, but there is a reason Mexico never evolves. Competition, you need to open up and play against the best of the best in different circumstances, get your teams in the Libertadores Cup (Not the Concachampions crap the Mexicans invented for pure marketing reasons, where they play against semi-amateur teams from Honduras or El Salvador), take your teams and players to play in Argentina, Brazil, Uruguay, Colombia, Bolivia and it's 11942 feet altitude, in hostile environments, in a battered up pitch, with partial refs and a good old fashioned battle royal here and there that makes Libertadores Cup the best tourney in the world.
You can't use the NFL, NBA, MLB method in the MLS, that won't work, your players need to develop outside your country, if one of them is to good for your league, don't overpay him to stay, let him walk. Create more franchises and get a proper relegation and promotion system, let your teams, players and fans know that bad things happen when you lose. Pay real salaries, the U.S. is not Qatar, that has no real intention of being competitive. Don't hire washep up players five years past their prime for huge contracts, they are not worth it, spend that money creating regional leagues with a lot of clubs to develop young players for your franchises.
And while you are at it you can destroy the entire Concacaf, merge with the Conmebol and get a real sense of competition in the World Cup qualifiers.
