Worm
"Paypal invented the crazy money hold philosophy since January 1st. Even if you send me money , they will release it first when you receive the item and give feedback to Paypal that the item is OK. That will create a nightmare for sellers , especially for small private people who want to sell some of their stuff they don't need anymore. The philosphy behind is to get all private people out of Ebay because they don't bring enough money. Only super sellers are free and get their money immediately. All that more extreme with money or deals with Europe. That's the main reason I normally don't send anything to Europe anymore. I'm still waiting on my money for a CD player I send to Germany in November. The CD player arrived savely and the guy likes it , but so far he didn't give a positive feedback, so Paypal is sitting on $750 until the guy gives me feedback. What happens when there is no feedback ? Paypal is sitting on the money and no chance to get it ? Asking Paypal what happens when this guy never gives a feedback ? I'm still waiting for an answer. Crazy philosophy." O paypal funciona mesmo assim ?
CMC_PUBLIKUM

Worm
Thank you for contacting PayPal regarding your payment attempts. I have reviewed your PayPal account and can see that your payment has been stopped by our internal security system. To provide one of the safest online payment methods PayPal reviews every payment before it's approved. Occasionally, we may block the use of a particular card or your balance if there may be a higher-than-normal level of risk associated with the transaction. When a payment is blocked, this is not a reflection of you or your account activities. Our internal security system is an automated system which reviews all of the details of every payment that is made through PayPal. It has been designed to recognise patterns that could result in buyer complaints, unauthorised claims or chargebacks. This is similar to the way your bank or credit card issuer approves transactions. For fraud prevention reasons, I cannot see what aspect of this payment has caused our internal security system to intervene. Neither can I override or manually change the security settings to allow your payment to go through. I can, however, give you advice on the steps you can take to reduce the chances that our internal security system will block any future payments. We recommend that you Top Up your PayPal balance and then attempt to complete your payment once the funds have cleared to your account. As you have a Portugal PayPal account, the bank account you use must also be registered in Portugal for the Top Up to be successful. Here’s how to Top Up your PayPal balance: 1. Log in to your account at www.paypal.com 2. Click ‘Top Up Account’ near the top of the page. 3. Click ‘Print transfer information’. 4. Go to your bank and initiate the transfer. You will need all of the information that you have printed out. 5. In the ‘Note’ field of the bank transfer form enter your unique PayPal ‘Transfer ID’. * Without this ‘Transfer ID’ your money will not clear to your PayPal account * If the form does not have the Note field, please make sure that you add the bank account to your PayPal account before you Top Up It may take 2 to 3 working days for the transfer to complete. We will email you when your PayPal account has received these funds. We do not charge any fees for topping up your PayPal account. You may wish to check with your bank to see if any bank fees apply. We recommend that you ‘Verify’ your account before attempting to complete this payment again. A PayPal account is 'Verified' when the account holder has confirmed his or her identity by successfully completing PayPal's verification process. A PayPal account is 'Unverified' when the account holder has yet to complete this process. Once you become a Verified PayPal member your sending and withdrawal limit will be lifted. In addition, you can show other users that you have confirmed your identity with PayPal, which will increase confidence within the PayPal community. To find out how to become Verified, click the 'Unverified' link on the Account Overview page. This displays a page with instructions on how to become Verified. If your payment has been blocked you can: * Attempt to make the payment from a different card * Attempt to make the payment at a different time * Ensure that you are making your payment from your country of residence. If possible attempt to complete the payment from your home computer or the computer you most frequently use to access your PayPal account. We regret any inconvenience this may have caused and we advise that you contact your seller and inform them why the payment has not been completed yet. If the seller accepts payments through PayPal they will be familiar with your situation. I understand your frustration regarding this matter and regret any inconvenience this might have caused. Tropa
